Operational Programme Human Capital

General information on Human Capital Programme
 
The objective of Human Capital Programme is to make it possible to fully utilise the potential of human resources by increasing the employment rate and adaptability of enterprises and their employees, raising the education level of society, lowering areas of social exclusion and supporting the construction of administration structures of the state.
 
In the framework of the Programme, the support is granted for the following areas: employment, education, social integration, development of employees and enterprises adaptability, as well as problems related to development of human resources in rural areas, the building of efficient public administration on all levels in terms of partnership and health promotion.
 
The Marshall’s Office of the Lubuskie Province in Zielona Góra is responsible for implementation of the following priorities within OP HC on the region level:
 VII „The promotion of social integration"
 VIII „The Regional economy staff"
 IX „The growth of education and competence in regions"
 
 
 
 
 
 
 
The Provincial Labour Office in Zielona Góra is responsible for implementation of the priority VI “Labour market open to all” in the Lubuskie Province.

Innovative Economy Programme

Overview:
 
 
The Programme aims at supporting innovativeness in its broad sense. This aid comprises both direct support for entrepreneurs, business support institutions and scientific entities providing entrepreneurs with high quality services, and systemic support, ensuring development of institutional environment of innovative enterprises.
 
Under the Programme, the supported activities will be those within the scope of product, process, marketing and organizational innovativeness and which directly or indirectly contribute to establishing and development of innovative enterprises.
 
This main objective will be achieved through implementation of the following 6 objectives:
 
1. Improvement of innovativeness of enterprises
2. Improvement of competitiveness of Polish science
3. Strengthening of the role of science in economic development
4. Increasing the share of innovative products of the Polish economy in the international market
5. Creation of permanent and better workplaces
6. Growth of the use of information and communication technologies in the economy
 
Support under the Programme will be granted to enterprises (including small and medium), business environment institutions (and their networks), highly specialised innovation centres, research and development institutions and central administration institutions.
 
The Agency of Regional Development as the Regional Financing Institution is responsible for the impmenetation of the folliwng actions in the Lubuskie province:
 4.2 Stimulation of R&D activity of enterprises and support within the scope of industrial design,
 4.4 New investments of high innovative potential,
 6.1 Passport to export,
 8.1 Support for economic activity as regards electronic economy,
 8.2 Support for implementation of electronic business – B2B.
The Agency of Regional Development is the seat of Innovation Project Promoters in the framework of actions: 4.2 and 4.4 of the Innovative Economy Programme under the Operation Programme.
 

Measure 8.2 Support for implementation of electronic business – B2B.

The measure aims at stimulating the creation of mutual business undertakings run in the electronic form. Projects of technical (IT) and organisational nature, leading to an implementation of business processes in the electronic form, involving three or more co-operating enterprises.
 
 
A typical project involves implementation of new or integration of the existing IT systems in enterprises, or implementation of new systems with a view to enabling automatisation of the exchange of information between the systems in co-operating enterprises. The project will be provided with co-financing for a maximum period of 24 months.
 
The beneficiaries include micro-, small or medium-sized enterprises with the seat in the territory of the Republic of Poland, and in the case of a natural person – the place of residence in the territory of the Republic of Poland, cooperating on the basis of cooperation contracts concluded with at least two other entrepreneurs, planning on a business cooperation based on electronic solutions through implementation and integration of new IT systems (or existing IT systems) and automation of realised mutual business processes – excluding innovation clusters.

Measure 8.1. Support for business activity in the field of electronic commerce.

The measure aims at stimulating the growth of service market provided in the electronic form (e-services) by supporting micro- and small-entrepreneurs, who conduct their business activity for no longer than one year since the date of registration. Projects intended to provide services in the electronic form and, possibly, create digital products necessary for the provision of such services, which will be co-financed.
 
 
The measure will not co-finance projects intended for the provision of hosting service and internet domain registration and maintenance services.
 
The measure will contribute to the stimulation of digital service and product supply and education of a wide group of specialists connecting subject-matter knowledge from various domains with experience in electronic economy.
 
The measure will provide support in the form of subsidy for implementation of individual projects by micro- and small enterprises conducting business activity for no longer than one year since the date of registration, intended to provide services in the electronic form and, possibly, create digital products necessary for the provision of such services, which will be co-financed for a period of 24 months of the date of commencement of implementation of the project specified in the agreement on the co-financing.
 
The beneficiaries include micro-, small or medium-sized enterprises with the seat in the territory of the Republic of Poland, and in the case of a natural person – the place of residence in the territory of the Republic of Poland, conducting business activity or no longer than one year from the registration date, defined as the entry into a relevant register.

Measure 6.1. Passport to export.

The measure aims at strengthening the position of Polish economy by promoting Poland as an attractive business partner and a place to make valuable commercial contacts, as well as to increase Polish export and a number of exporting enterprises.
 
 
The measure is intended for enterprises from the small and medium sector launching export activities or potential exporters with the seat in the territory of the Republic of Poland, and in the case of a natural person, the place of residence in the territory of the Republic of Poland. Applicants include subjects that in the year preceding the year of application had an export share in the total sale, which did not exceeded 30%.
 
The measure will make it possible for enterprises to increase export level, intensify connections with foreign partners and increase recognisability of trade marks and brands in foreign markets. Furthermore, participation of entrepreneurs in international fairs and economic missions will promote the Polish economy on the international market.
 
Projects implemented within the Measure 6.1 cover 2 stages: stage 1 – elaboration of the Export Development Plan, and stage 2 – implementation of the Export Development Plan. Co-financing for the elaboration and implementation of the Export Development Plan can be granted once in the Measure implementation period.
 
The Export Development Plan should concern in particular:
 
1. analysis of enterprises’ competitiveness position and target markets indication for export activity in the area products or services;
2. target markets research, in particular through carrying research on legal acts, regulations, procedures, business practices and rules required to be complied with in order for a given product or service to gain access to the market chosen;
3. indication and justification of selection of at least two actions of Stage II which will be realized by an enterprise in order to enter into selected markets.
 
The time frame for elaboration of Export Development Plan (Stage I) cannot exceed 6 months, an entrepreneur can be granted a subsidy up to 10 000 PLN, therewith, the refund amounts to 80% of qualified costs.
 
The time frame of implementation of the Export Development Plan (Stage II) cannot exceed 24 months. The realization of projects under stages I and II may be commenced as of the day next to the date of application submission at the earliest. Within the time frame of Measure 6.1 realization it is possible to obtain as one subsidy for elaboration and implementation of the Export Development Plan while obtaining subsidy under the Ist Stage does not determine obtaining subsidy under the IInd Stage at the same time. It is possible to apply only for the Ist Stage action
 
The implementation of Stage II cannot exceed 24 months. Implementation actions can be subsidised in the amount of up to 200 000 PLN, with intensity of support given for 50% of eligible costs. Planned actions and their budgets should be consistent with recommendations resulting from the Export Development Plan.
 
Co-financing within the Stage 2 can be obtained for implementation of the following Actions:
 
a) participation in trade fairs and exhibition events abroad as the exhibitor,
b) participation in business missions organised abroad,
c) search for and selection of business partners on the target market,
d) obtainment of necessary documents allowing introduction of the goods or services on the foreign market chosen,
e) advisory in strategy of financing export activity and undertaking
f) advisory in elaboration of enterprise’s effigy onto selected target markets.
 
Applications for co-financing should be submitted to Regional Financing Institutions (RIF) competent from the point of view of an applicant’s seat. The allocation available for 2009 amounts to 24 368 000 EUR.
 
 

Measure 4.4. New investments of high innovation potential.

The measure aims at providing support for production and service enterprises that are making new investments and implementing necessary training and consultancy projects, involving a purchase of innovative technological solutions.
 
 
Investment projects involving a purchase or implementation of new technological solutions in production and services, including those leading to a reduction in the harmful environmental impact, such as: reduction of the energy, materials and water consumption in a production process, or provision of services resulting in a creation of a new or substantially improved product or service.
In addition, as part of the investment also new marketing or organisational solutions (including, for example, logistic and distribution solutions as well as ones related to IT systems and management) contributing to improved productivity and effectiveness will be supported, as well as purchase of necessary material assets and of immaterial assets related to the introduction of organisational changes.
 
Applications related exclusively to training and consultancy projects or projects introducing changes of organisational or marketing nature are not allowed, but these may be a component of an investment project.
 
 

Measure 4.2 Stimulating R&D activities of enterprises and support in the area of industrial design

The measure aims at strengthening enterprises carrying out R&D activities, will also contribute to the increase of industrial and utility design by entrepreneurs as one of the competitive edges.
 
 
The following types or projects are supported:
• support for the development of R&D activities in enterprises, including for the transformation of enterprises into research and development centres (satisfying the requirements laid down in the Act on Certain Forms of Support for Innovation Activity), comprising purchase of consultancy services as well as of material and immaterial assets related to the carrying out of R&D work in enterprises,
• support in the area of development of an industrial design or a utility model and implementation thereof in the production process, involving a purchase of training services in the scope of implementation methods of new design products, as well as consultancy services related to elaboration of concept project documentation, construction documentation, technical and technological documentation, author’s design project and a preparation of a final project; necessary training and purchase of fixed assets or intangible and legal assets necessary to produce a test batch for serial production.
 
Entrepreneurs are beneficiaries in this project.

Measure 1.4-4.1 Support for the implementation of the outcome of R&D work.

The measure aims at investment projects related to the implementation of the outcome of R&D work. The measure consists of two stages:
 
 
Stage I (Measure 1.4):
 
This measure will be conducted by co-financing technical, technological and organizational projects (industry-related research and development work) conducted by entrepreneurs (individually), by research units or other entrepreneurs capable of carrying out research. Measure 1.4 includes support for expenses until the moment of creating the prototype.
 
The support amount for research and development works must be lower than PLN equivalence of 7.5 million Euro for one entrepreneur and for one project.
 
Intensity of support for research and development cannot exceed:
 for a micro-entrepreneur or small entrepreneur - 70% of expenditure eligible for support, in the case of industrial research and 45% of expenditure eligible for support, in the case of development works;
 for a medium-sized entrepreneur - 60% of expenditure eligible for support, in the case of industrial research and 35% of expenditure eligible for support, in the case of development works;
 for an entrepreneur other than micro- or medium-sized entrepreneur - 50% of expenditure eligible for support, in the case of industrial research and 25% of expenditure eligible for support, in the case of development works.
Intensity of support for instruments securing the implementation of a support contract, in the case when the support granted in contract will be provided in the form of advance and its value exceeds 1 million PLN cannot exceed 80% of expenditure in this end.
 
For the Łódzkie, Mazowieckie, Lubelskie, Podlaskie, Warmińsko-Mazurskie, Kujawsko-Pomorskie, Podkarpackie voivodeships, the minimum value of eligible expenditure is PLN 400 000 for the research-related part of the project. For projects delivered in the other voivodeships the minimum threshold of eligible expenditure has not been set.
 
 
Stage II (Measure 4.1):
 
Preparation for implementation and implementation of research and development works financed within the measure 1.4 or by the Technological Initiative, through investments (a purchase of fixed assets and/or intangible and legal assets) necessary to implement research and development works implemented in the frameworks of stage I.
 
Entrepreneurs, who conducts business activity and have a headquarter and in the case of entrepreneurs being natural persons – the place of residence in the territory of the Republic of Poland can apply for the support within 1.4 – 4.1 measure.
 
The co-finance budget and level:
 
The measure 1.4 budget amounts to: 390 352 176 EUR
The measure 4.1 budget amounts to: 390 000 000 EUR
 
Applications for co-financing should be submitted to Regional Financing Institutions (RIF) competent from the point of view of an applicant’s seat
 
 
 

Innovation Project Promoters

The work of Promoters consists of issuing opinions on eligibility of projects for measures 4.2 and 4.4 OP IE. Promoters’ services are directed to entrepreneurs that are in doubt whether their project concepts are consistent with programme priorities and rules of the measure 4.2 or 4.4 OP IE, and in consequence, whether it is legitimate to prepare a complete application documentation.
 
 
A promoter draws up an opinion on the basis of information included in an application for support submitted by an entrepreneur, however, he does not give an opinion on a business plan and other appendixes. A positive opinion of a Promoter means the possibility to incur expenditures eligible or the project at entrepreneur’s own risk.
 
Entrepreneurs can directly contact Promoters by e-mail or phone. A Promoter can provide services both in his own seat, and in a seat of an Entrepreneur (depending on individual agreements between a Promoter and an interested entrepreneur).
